            The Committee on the Judiciary moved to amend the bill on page two, section sixteen, lines eight and nine, by striking out all of subsection (b) and inserting in lieu thereof a new subsection, designated subsection (b), to read as follows:

            (b) The amendments to this section enacted in 2015 shall be applicable prospectively to all civil actions commenced on or after July 1, 2015.
